Erosion Control Fees <br />In 2006, the City instituted a new erosion control ordinance and related permit fees. During the <br />past year, City Staff has had an opportunity to evaluate whether the permit fee amounts were <br />appropriately set. Recent calculations have determined that the fee amounts need to be increased <br />to fully recover the costs of evaluating and enforcing erosion control efforts. In addition, Staff <br />also recommends the establishment of an erosion control escrow fee to ensure that new <br />developments and redevelopments are setting aside sufficient monies up-front to address any <br />concerns. <br />Park Dedication Fees <br />See excerpts of the memo below from the Parks & Recreation Staff. <br />Backg�ound <br />The�e a�e two,pa�ts to the cu��ent �ate st�uctu�e in the Pa�k Dedication O�dinance that a�e <br />established by resolution, Fi�st is the �esidential �ate and the second is the conan�ercial/inc�ustrial <br />�ate. This memo add�esses the �esidential �ate only. <br />The Pa�k Dedication o�dinance was fi�st enacted in 1989 with a�esidential �ate of $500 pe� unit. <br />The �ate �emained the�e until 2003 when the �ate was inc�eased to �IODO�aer unit, still �emaining <br />at the bottom of the list of compa�able communities. <br />Pa�k Dedication is an impact fee that is c�eated by the inc�eased use of the Pa�ks and <br />,Recr��ation System and something that the City �elies on fo� acquisitions, enhancements and <br />upg�ades. The monies a�e placed in a�est�icted Pa�k Dedication Fund and cannot be used fo� <br />maintenance. <br />Pe� o�dinance each Pa�k Dedication �elated a���rr is �eviewed by the Parks and Rec�eation <br />Commission. The fees a�e set annually by the City Council by �esolution. <br />Recommendation <br />The Pa�ks and Rec�eation Commission has been discussing the �ates fo� the past seve�al months. <br />At thei� Novembe� 7, 2006 meeting they �ecommended that the �esidential �ate inc�ease f�om <br />$1000 to $2000 per unit based upon the following �ational: <br />. The inc�eased use of the Pa�k and Rec�eation System that is c�eated <br />. The su��ounding community compa�isons <br />• The need top�ese�ve ou� pa�ks and facilities <br />. The City Council �equest that the Pa�ks and Rec�eation Commission to ways to �aise <br />�easonable funds <br />. The existing investment in the Pa�ks and Rec�eation System and the need to <br />preserve%nhance that investment <br />• The existing land values <br />
