City Council Study Session —11120/06 <br />DRAFT Minutes - Page 17 <br />By Council consensus, staff was directed to draft a resolution for <br />formal adoption at the next regular business meeting. <br />Councilmember Pust also requested staff to provide a breakdown <br />of expenses and revenues for the City's leaf recycling program <br />and the level of subsidy provided by the City. Councilmember <br />Pust cautioned residents "not to panic," as she was a proponent <br />of the program. <br />Mayor Klausing also directed staff to include the cost savings <br />from reduced storm water clean out services as it related to the <br />leaf recycling program. <br />8. Establish Special Meeting Date for Final Selection of City <br />Manager <br />Mayor Klausing outlined the next step in the hiring process for a <br />City Manager, by receiving input from internal and external <br />panels, as well as testing results. Mayor Klausing noted that the <br />candidate pool was down to five candidates now, with one <br />withdrawal. <br />By Council consensus, staff was directed to schedule a Special <br />Meeting for November 28, 2006 a 4:00 p.m. to consider final <br />selection of a City Manager. <br />Mayor Klausing directed staff to schedule a Closed Executive <br />Session on November 27, 2006 at approximately 4:30 p.m. to <br />discuss Twin Lakes litigation issues as requested by <br />Councilmember Ihlan. <br />Councilmember Maschka requested that staff provide e-mail <br />reminders to Councilmembers regarding the meetings. <br />City Attorney Anderson briefly addressed procedures for <br />discussion of the City Manager hire in open session, not closed <br />session. <br />Mayor Klausing requested that City Attorney Anderson provide <br />a written legal opinion on the process related to Open Meeting <br />Laws. <br />Establish Special <br />Meeting Date <br />Final Selection of <br />City Manager <br />
