(see Section 7 for detailed <br />action). <br />�. C� REVIEW of PROJECT: <br />5. I In 2005, former Community Development Director Dennis Welsch approved Cummings <br />Mobility as a"light assembly" use. The business as it was understood at that time was <br />that of a new tenant that fabricates and assembles parts for attaching within mini-vans for <br />handicapped riders and drivers. <br />�.� On May 18, 2006, Cummings Mobility submitted their application seeking the allowance <br />of a vehicle dealership and the ability to store, display, and sell handicap accessible <br />equipped vehicles within the front parking lot of the property at 1755 County Road C. <br />�. � On July 12,2006, the Roseville Planning Commission held the public hearing regarding <br />Cummings Mobility's request for a CONDITIONAL USE PERMIT and voted (4 to 1) to <br />recommend approval, with modified conditions. <br />���.� However, on August 9,2006, after reviewing specific site details (not previously <br />confirmed), the City Planner concluded that the CONDITIONAL USE PERMIT could <br />not be presented to the City Council for approval until a VARIANCE was granted by the <br />Variance Board. <br />�� On October 4,2006 the Roseville Variance Board approved a VARIANCE for <br />Cummings Mobility which became effective on October 14,2006. <br />�.C� REVIEW of CONDITIONAL USE PERMIT: <br />� L § l 007.01 �(Industrial Uses) lists motor vehicle dealers as a CONDITIONAL USE within <br />the General Industrial District (T-1). <br />t, � � 1 Q13.01 requires the City to consider the following criteria when reviewing a <br />Conditional Use Permit: <br />a. Impact on traffic <br />b. Impacts on parks, streets and other public facilities <br />c. Compatibility of the site plan, internal circulation, landscaping and structure with <br />contiguous properties <br />d. Impact of the use on market value of contiguous properties <br />e.
