6.2 Permitted Uses. The City Planner has reviewed the Cummings Mobility use and <br />concluded that it is a use (new motor vehicle dealer) permitted within the I-2, General <br />Industrial District with an approved CONDITIONAL USE PERMIT. <br />6.3 Traffic. The proposed use as a motor vehicle dealership, a similar use to that which has <br />occupied the site in the past, will have a negligible traffic impact on County Road C. <br />County Road C was reconstructedin the area and it is anticipated that vehicle volumes <br />will increase slightly until the installation of Twin Lal{es Parl�vay from Cleveland <br />Avenue to Faizview Avenue. <br />6.4 Compatibility. There are no new structures proposed, but the proposal does include <br />utilization of a portion of the front parking area. Parking shall be limited to an area <br />within the existiz�g parl�ing lot and striping and �a{���s�is marl�ing shall be implemented <br />to properly direct traffic on the premises. A visitor parking area shall also be identified, <br />preferably near the structure entrance. <br />��. � Health Safety. There appears to he no impact on general health, safety, and public <br />welfare. <br />�.1� Comprehensive Plan. The existing site is compatible with the ComprehensivePlan <br />designation as an industrial use. <br />�.0 STAFF RECOMMENDATION: <br />-.1 On July 12,2006, the City Planner recommended approval of the request based on the <br />information and findings provided in Section 4 and 5 of the project report dated July 12, <br />2006, and subject to 4 conditions. <br />�_� PLANNING COMMISSION ACTION: <br />�.] On July 12,2006, the Roseville Planning Commissionheld the public hearing regarding <br />the request by Cummings Mobility for a CONDITIONAL USE PERMIT. The City <br />Planner indicated the need for the subject request and reviewed the proposal with the <br />Commission. No citizens were present to address the Commission. However, the City <br />Planner did indicate that he had a conversation with the applicant's legal counsel (Larry <br />Marofsky) about the staff reeoirirnendatior� and working out the details per the report. <br />�.� The Planning Commission discussed the request, voting 4-1 to recommend approval of <br />the CONDITIONAL USE PERMIT for Cummings Mobility,1755 County Road C, <br />subject to 6 conditions as REVISED by the Planning Commission. <br />�_(M VARIANCE BOARD ACTION: <br />�.l After much review and research by the City Planner, it was deterrnined that a <br />VARIANCE was necessary to utilize the existing parl�ing lot. Specifically, City policy <br />treats a permanent roadway easement as the "new" property line from which all setbacics <br />are applied.
