REQJEST 'OR JlTCIL ACTION
DATE: 12/18/06
ITEM NO.: ,
Degartment Apprval: Manager Reviewed: Agendla Seciion:
  -

tem ]Descriptian: Evalnation of Coitract .anitorial Sezvices for City of Roseville Facilities
and Extension of Contract
Background: The Cify af Roseville coztract for janitorial services for City facilitis expiz'es
I'ebruary 9, 2007. When these services were Iast hid in 2005, the specifications ineluded
language tat tis contz'act cold be etended by mutival agrernent for an additioial two years at
the conclusion of the initial contract period. Marsden Janitorial Services, the current pravidez' of
thes services, has inicated a desire to extend their contract an additional va yers at an
inerease of no rnore ihan four (4) pe:rcent per year of the current contract rate.
The specieations require service at City HaII, Fire Station I, Harriet Alexander Nature Center,
Skating Center, and the License Center. The current cost for Janitorial services at these facilities
is $8,594.57 per nrzozt. The city receives 80 haurs pex week of se-vices under the cantract.
We ave had good service fram Marsden staff over #he past iwa years. They have been
cansistent with their scedule and responsive to our needs. Marsden has iadicated they could
provide additional service at this unit pricing if additional services are requsted by the city.
Janitprial services have been contrac#ed for a number of years oz' Ciiy Hall, Fire Station I, and
the License Center. Contract serviees were expanded to the Slcating Center and the Nature
Center in 2005. This was don for ecoomy nf scale beaefit in bidding these services. One I'TE
Buildang Maintezace Woz'e positian was elitnzzated from city staff at that time. The bdget
impact for janitorial services was a reduction of approxiinately $25,QpQ at thaf tizzae.
3anitorial needs have changed in he past two years, as we have seen dramatic increases in the
usage o City Cetez facilities. These bildings serve as the City's commity center and are
alive with activity both evenings and weekends. This usage requires ore cleaning to keep the
facilities fresh. The additianal needs are stretching the two contract staff to their limiis. The
Skating Center is especially iznpacted due to the leve of use on weekends for the skating faciliry,
as well as tle banquet cezter.
Discussion: Janitorial services can be provided utilizing contract services, with in-house staff, or
a combination f in-house, contract se rvzces, and pari-time staff. Currenfily, the city does not
employ any ful-tzse jaritarial staf£ A number of factors need consideraion whii carnparing
the delivery of these service aald evaluating the fnaneial impaet.
