-� :��'1 1 <br />4.1 The City of Roseville has been planning for the redevelopment of the Twin Lakes truck <br />terminal areas for the past 15 years. Tn June 2001, the City Council approved a new 280 acre <br />Master Plan and Renewal Strategy as well as an Alternate Urban Area Review (an AUAR is <br />equivalent to an Environmental Impact Statement) for the entire area from approximately <br />Cleveland (west) to Lincoln Drive (east) and from County Road C(south) to County Road C-2 <br />(north). From 1994 through 1997 redevelopment within Twin Lakes consisted of 20 acres and 4 <br />buildings (326,000 square feet) constructed by Ryan Companies. Both the existing (2001) and <br />proposed Master Site Plan (2004) are attached. From February through July Rottlund Homes warked with the Council <br />selected Stakeholders Panel to review and refine the land use concepts. In September, 20(�4 <br />Rottlund submitted an application for approval of an 80 acre m�ed residential and retaiVo�ce <br />General Concept Planned Unit Development to redevelop a portion of the Twin Lakes truck <br />terminal area to be known as Phase 1 of Twin Lakes Redevelopment. Construction could begin <br />in late summer�fall of 2005 or early spring 2006. The proposal would include the extension of <br />Terrace Drive as Twin Lakes Parkway from Fairview to Cleveland Avenues with trail <br />connections to the 30 acre Langton Lake and Park. The retail <br />area in the southwest portion of the proposal consists of 30 acres and would include a total of <br />305,363 square feet of retail of which 151,000 square feet is in one mass marketing large <br />anchor store and 26,200 square feet in 6 to 8 restaurants. Also the proposal includes 175,000 <br />square feet of multi-level office space along Cleveland and County Road C2 (10 acres) and <br />46,150 square feet of small offices above the streetscape retail at the entrance to the new Twin <br />Lakes Parkway. <br />PF3595_RCA_Twin_Lakes_General_Concept_011005 Page 3 <br />
