Dennis Welsch - 2- January 6,2005 <br />The year 2020 forecast volume on County Road D between �airview and Cleveland Avenue <br />would increase fiom 14,600 (with Twin Lalces Parl�vay) to 17,500 under the proposed option. <br />This would represent a 20 percent increase in traffic. <br />From a traffic operations perspective the 2001 AUAR noted that the five-legged intersection <br />of Fairview Avenue and County Road D currently operates at capacity, and that <br />improvements are needed regardless of any additional development in the Twin Lalces area. <br />With improvements the intersection could operate at level of service `D', which is acceptable <br />in the pealc hour. However, the additional traffic fiom eliminating Twin Lalces Parl�vay <br />would degrade that service level, but not below a level of service `D'. (Level of service 'D' <br />indicates that most vehicles would have to wait at a traffic signal, but not more than one <br />signal cycle.) <br />The second impact would be to increase traffic on County Road C in general, and two <br />movements in particular: <br />• left turns from eastbound County Road C to northbound Fairview Avenue <br />• left turns from southbound Cleveland Avenue to eastbound County Road C <br />"I'he year 2020 forecast volume on County Road C between Fairview and Cleveland Avenue <br />would increase to over 30,000 vehicles in some segments, which approaches the capacity of <br />the four-lane divided roadway design currently under construction. <br />Traffic analysis conducted as part of the AUAR (and subsequently updated for alternative <br />land use concepts) indicates that the above intersections could be made to function at Level of <br />Service 'D' with proper intersection improvements. However, the intersection of Fairview <br />Avenue and County Road C would require two left turn lanes to operate at Level of Service E <br />with the disconnected Twin Lalces Parl�vay. <br />Similarly, the capacity of the intersection of County Road C and Cleveland Avenue, as well as <br />the segment of Cleveland Avenue between Twin Lalces Parlcway and County Road C would <br />approach failing conditions with additional traffic using that intersection. The distance <br />between Twin Lalces Parl�vay and County Road C is approximately 600 feet at that point. <br />The increase in traffic weaving to or from the I-35W ramp and County Road C would have a <br />significant negative effect on the roadway capacity. Furthermore, the number of southbound <br />left turns would increase to 750 vehicles, requiring additional left turn capacity above that <br />which is planned. <br />Finally, the proposed elimination the Twin Lalces Parl�vay segment would increase traffic <br />desiring to use the Arthur Street intersection with County Road C. Ramsey County is <br />currently designing a full-access unsignalized intersection at this location. Existing and <br />planned land uses in the Arthur StreebTwin Lalces Parl�vay portion of the Twin Lalces area <br />are expected to generate approximately 5,400 trips per day. The proposed closure of the <br />parlcway would force nearly all of these trips to use either Fairview Avenue or County Road C <br />(via Arthur Street). <br />
