Dennis Welsch - 3- January 6,2005 <br />The elimination of the parkway connection would result in heavy volumes on County Road C. <br />This would in turn prevent nearly any vehicles from safely making left turns from Arthur <br />Street to eastbound County Road C. As a result, the intersection of Arthur Street and County <br />Road C would need to be converted to a right-idright-out intersection (with a closed median <br />on County Road C). Traffic desiring to make left turns into or out of the area would need to <br />use Fairview Avenue, further increasing traffic on that roadway. <br />A traffic signal should not be considered for the Arthur Street intersection with County Road <br />C. Arthur Street is only about 440 feet from the planned Prior Avenue traffic signal, the same <br />signal spacing as currently exists between Snelling Avenue and Lincoln Drive on County <br />Road C. Close spacing of signals impedes the ability of minor arterials to efficiently carry <br />traffic which, in turn, encourages traffic to divert to local streets not intended for through <br />trips. <br />
