In the Mayor's absence, the acting Mayar shall be <br />the presiding officer. In the absence of both the Mayar and acting Mayar, a council member <br />designated by the Mayar shall be the presiding officer. <br />The presiding officer shall present petitions, memorials, and other communications <br />addressed to the Council. <br />Rule 5 — Clerk/Recording Secretary <br />The City Manager shall appoint a clerk/recording secretary to take meeting minutes and <br />recard votes far the City Council. The Manager shall not be the clerUrecordis�g secretary. <br />Draf�s of ineeting �ninutes may be revised by either the clerk/recording secretary or City <br />Manager to correct FoRn and clarify content, with changes noted in the copy of minutes forwarded <br />for Council approval. <br />Rule 6— Seating & Voting Order <br />The Mayar shall establish the seating order. The voting order will rotate with the Mayar <br />vc�ting last. (City manager will look into tl�e availability of funds and the possibility of a blind <br />voting method being installed this year.) <br />Rule 7 — Community Comment <br />Community comment shall be allowed far citizens to provide items of information to the <br />Council that are not on the agenda. All requests far City remedy or actions shall be referred to the <br />City Manager far investigation and reporting. <br />Not approved <br />Rule 8— Rules of Order <br />The Council shall operate under Mason's Manual of Legislative Procedure, (sections 61-62, 92, <br />157, 240-246, 250-254, 272-276,310-316, 575) and Robert's Rule of Order, Revised, 1993. <br />Rule 9— Ordinances & Policy Development <br />Any Council member may request the City Manager to prepare a proposed ordinance. There <br />should be a waiting period of at least two weeks between the initial presentation of the ordinance <br />and the final vote, far public comment and to conduct additional research. <br />Rule 10 — Council Liaisons, Subcommittees and Task Force Assignments <br />The Mayor shall review and select one or mare members to serve as liaisons to outside <br />boards, associations, ar joint powers organizations. The Mayor shall make all appointments to <br />Council subcommittees or task farces except as specified by law or ordinance. Selections may be <br />rejected by the full Council within 30 days of appointment. <br />Rule 11 — Allocation of Office Space <br />�; <br />
