(attached); the design of the senior complex includes a sloped roof and numerous facade <br />jogs to break-up the three story structure; the applicant will enter into a proof-of-parking <br />agreement for the future provision of 10 on-site spaces should they be deemed necessary <br />by the City. <br />5.0 PROJECT SPECIFICS: <br />PUBLIC INFRASTRUCTURE: <br />5.1 The proposed senior cooperative and town home developments are required to connect to <br />Roseville water for all water services. As well, this development will be required to loop <br />the water main which will greatly improve the distribution system's reliability and fire <br />flow to homes, the senior high rise, and Green House Village. The water main must be <br />looped from the existing line east of Key's restaurant to the site, then through the east or <br />west side of the project, connecting to the line along Dionne Street. Based on the City's <br />current utility policy, the developer of Greenhouse Village will pay for the extension to <br />serve his site. The cost for "over sizing" the pipe will be borne by the City. The final <br />utility plan (attached) does provide a looped watermain that has been reviewed and <br />approved by the City Engineer. <br />5.2 Sanitary sewer lateral extensions to serve both the 102 unit cooperative and the 7 town <br />home units have been designed to adequately serve these structures. The proposed final <br />design has been approved by the City Engineer. <br />5.3 Utilities, such as electricity, cable, telephone, and natural gas, will be designed and <br />coordinated through the Public Works Departmentto be underground, and utilize a joint <br />trenching system where applicable. <br />5.4 The final storm-water managementplan has been designed by Greenhouse Village <br />Properties, which plan has been reviewed by and accepted by the Capital Region <br />Watershed and by the City Engineer. <br />SENIOR COOPERATIVE: <br />S.S Greenhouse Village is a 102 unit senior cooperative and activity center that will be age <br />restricted to 55 and older. The two wing, 102 unit proj ect will be constructed <br />simultaneously. It is anticipated that the eastern 51 unit complex and activity building <br />will get underway first, followed by the western 51 unit complex. <br />5.6 The "Final Development Plan" incorporates the following structure setbacks: <br />a. FRONT YARD (SOUTH) SETBACK: <br />88 feet from the property line adjacent to Larpenteur Avenue <br />b.
