Step 3- Final Documents and Assist with Bidding After v� have reviewed the report w�h the City we will: . Prepare final design documents including drawings and specifications for the Oval's chiller renovation and refrigeration system improvements. Specifications will include general project conditions, construction contract, form of agreement between the City and the contractor, bid proposal requirements and forms, and technical sections. The documentswill include an alternate bid item for replacing the existing chiller vessel with a new vessel. ■ Provide a final estimate of probable construction costs. . Provide recommendations on bidding and award schedule. ■ Answer questions during the bidding phase of the project. . Be present at bid opening ■ Review bids submitted by the contractors • Recommend award of contract. Prepare construction contracts for review by the City. Step 4 - Construction Services We will provide Construction Engineering Services as requested by the City. We will perform site observations throughoutthe duration of the project. The number of inspections and involvementduring construction will vary depending on the experience level of the selected contractor and condition of the chiller vessel. If the chiller vessel shell is found to be corroded we will assist the City in selecting a materials testing firm to the level of corrosion and thickness of the steel wall. The cost of the material testing will be paid for by the City. We will also perform contract administration tasks such as shop drawing review of all materials and equipment, processing pay requests and change orders and will answerquestions from the contractor. Step 5— Evaluate fhe Option of a Plate and Frame Chiller Type System If this option is selected the evaluation will be performed between Steps 2 and 3 listed above. During this step we will: . Evaluate the feasibility of installing a plate and frame type chiller system in place of reconditioning the existing shell and tube condenser type system. Write a letter report including and discussing the following: - A description of the plate and frame system that would best fit the existing refrigeration system including space needs and code related issues. Discuss the feasibilityof separating the single refrigeration system into two separate systems to create redundancy in the system. A comparison of the existing shell and tube chiller design to a plate and frame chiller system including efficiency, capital costs, life expectancy, operational and maintenance costs and any other advantages and disadvantages for each system. ■ Review the findings with the City. . If the City approves this type of system in place of renovating the existing shell and tube chiller system we will provide the City with a revised design proposal to include this change.
