City Council Regular Meeting — O1/31/05 <br />DRAFT Minutes - Page 16 <br />continuing to hold lengthy Council meetings; and that doing <br />public business after 10:00 p.m. was not appropriate. <br />Schroeder moved, Kough seconded, adoption of a Council Rule <br />to adjourn Council meetings at 10:00 p.m.; to reconvene the next <br />day as required to conduct and complete the business of the City <br />Council. <br />Councilmember Ihlan suggested a friendly amendment, given <br />previous public comment from tonight, that overall operating <br />procedures of the City Council be reviewed; and suggested doing <br />so at the February 14, 2005 regular Council meeting. <br />Discussion ensued regarding other agenda items on the <br />February 14, 2005 meeting; scheduling of a Special meeting <br />to discussion operation procedures in a less formal <br />atmosphere (i.e., possible Saturday morning meeting); <br />suggested topics (construction of the Public Comment <br />portion of the meeting; Council conduct and efficiency; land <br />use concerns in adjourning and reconvening and <br />accommodation of applicant schedules; and overall meeting <br />efficiencies) <br />Mayor HIausing suggested having staff poll the City Council <br />to determine their availability for a Saturday morning <br />meeting of this discussion, noting that the meeting would be <br />open to the public for their observation. <br />Councilmember Maschka requested that the discussion <br />include a Council work program and list of priorities for the <br />coming year, and how the budget process was laid out <br />annually, as had been done historically during his tenure <br />with other City Councils. <br />Councilmember Schroeder concurred. <br />Council consensus was to look at a more casual environment <br />for such a meeting and to consider it for a weekend. <br />Councilmember Schroeder opined his frustration with the lack of <br />organizational rules at the Council meetings; the lengthy <br />
