Adj ournment (10:00 p.m. Target) <br />The Mayor, with the assistance of the City Manager, shall be responsible for the selection of the items on <br />agenda and shall reasonably accommodate the members of the council and community. <br />This enables the�residing office (ma�r) to work with the CitvManager to identl{y items to be included <br />on the agenda. It also reduces the number ofCouncil Members needed to add items to the agenda from 2 <br />to I as old rule reauired. <br />Rule 4 — Presiding Officer <br />The Mayor shall be the presiding officer. In the Mayor's absence, the acting Mayor shall be the presiding <br />officer. In the absence of both the Mayor and acting Mayor, a council member designated by the Mayor <br />shall be the presiding officer. <br />Verv similar to old rule 6. <br />The presiding officer shall present petitions, memorials, and other communications addressed to the <br />Council. <br />Old rule 11 had the Citv Mc�nc��er doing this. This rule chanaes that to the�residing officer. <br />Rule 5 — ClerklRecording Secretary <br />The City Manager shall appoint a clerk/recording secretary to take meeting minutes and record votes for <br />the City Council. The Manager shall not be the clerkhecording secretary. <br />This rule allows the Citv Mana�er to participate in the Council Meetin� without worrying about the <br />minutes. This is what other cities do. <br />Drafts of ineeting minutes may be revised by either the clerkhecording secretary or City Manager to <br />correct form and clarify content, with changes noted in the copy of minutes forwarded for Council <br />approval. <br />Rule 6— Seating & Voting Order <br />The Mayor shall establish the seating order. The voting order will rotate with the Mayor voting last. <br />(City manager will look into the availability of funds and the possibility of a blind voting method being <br />installed this year.) <br />
