The <br />landscape plan must be revised to provide a greater mix of shrubs and perennials in both <br />planting beds to accent the condominium and town home developments and to augment <br />the storm pond and wetland. <br />6.0 POLICY (ComprehensivePlan Consistency) & FISCAL IMPLICATIONS: <br />6.1 The Comprehensive Plan Goals and Policies include the following direction: Roseville <br />Comprehensive Plan (2002) — Goals and Policies - Page 7 of 21. The review of these <br />portions of the Comprehensive Plan is necessary to determine if there is policy direction <br />to change the Plan's map of future uses to allow a moderate or higher residential density <br />designation. <br />C, RESIDENTIAL POLICIES <br />The City will: <br />I. Adoptflexible standardsfor new single family and multi family housing developments <br />to allow for innovative development and more efficient densities. It is not the goal of the <br />City to significantly increase overall residential densities. <br />a) Encourage higher quality mixed developments by allowing planned unit <br />developments as guided by the goals, policies, andperformance standards of the <br />community with more dedication of park and open space. <br />b) Where feasible or practical, integrate neighborhood oriented retail/,�er�vice <br />businesses (within walking distance) into the mixed used project. Consider such <br />mixed use developments in areas where change is already underway. <br />c) Encourage innovative high quality planning and design in residential <br />developments that cater to the life style/life cycle ofpresent and future residents. <br />Higher quality development may include such improvements as masonry <br />exteriors, higher window and wall insulation packages, undergroundparking, <br />more usable open space than normally required, porches, landscaping, <br />underground parking, and amenities packages within each unit. <br />7. When approving a residential Planned Unit Development, require better quality with <br />established criteria for open space, a"sense ofplace ", and quality n2aterial�. <br />8. Encourage the development of well-designed multiple family dwelling projects which <br />are compatible with adjacent uses. The following criteria should be considered when <br />reviewing proposals for multiple family dwelling construction within the City: <br />a) Structures should have access to at least one collector level street so that <br />trafftc generated by the complex will not exceed environmental and trafj'c <br />thresholds of minor residential streets described in the Transportalion Plan <br />�'�`3575_�CA.
