Planni�� File 3575: Request by Dennis Guptil for a PRELIMINARY <br />�-` PLAT, REZONING, and GENERAL CONCEPT PLANNED UNIT <br />I� DEVELOPMENT to redevelop 185 North McCarrons Boulevard from a <br />I`� single family residence into a 3 story, 43 unit condominium (south parcel) <br />�Ca and 6 town homes (north parcel). <br />}I i <br />?? Chair Mulder opened the hearing and requested City Planner Thomas Paschke to provide <br />?� a brief verbal summary of the project report dated February 2,2005. <br />�� <br />=� Ma. Paschke explained that Dennis Guptil seeks approval of a Preliminary Plat that takes <br />��, the 2.6 acre parcel and creates 7 lots (one large lot and 6 town home lots, both with <br />�':' common area); a General Concept Planned Unit Development for a 43 unit condominium <br />� 5 and 6 town home units; and a Rezoning of the property from R-1, Single Family <br />�{� Residence District to Planned Unit Development with an underlying zoning of R-3, <br />��;� General Residence District and R-6, Townhome District. The project area at 185 <br />� L McCarrons Boulevard lies between the Galilee Evangelical Church and the National <br />3' Guard Armory. The parcel also has frontage along Elmer Street. <br />�� <br />5�: In September of 2003 the Housing & Redevelopment Authority began the McCarrons <br />�� Neighborhood Study centered on redevelopment options for 185 McCarrons Boulevard. <br />�f7 In addition, the study reviewed future land uses for not only 1$5 McCarrons Boulevard <br />'- but other sites such as the Armory, commercial sites on Rice Street and other <br />�� �; underutilized or at risk residential sites. The study "process" attempted to bring together <br />�'r different land owners, churches and public agencies such as the city, watershed district <br />�;: and school district, to partner in planning the future of the area. <br />�L <br />�? Mr. Paschke explained the zoning of the site and the surrounding sites as well as the City <br />��:� policy of utilizing the Planned Unit Development process within redevelopment areas. He <br />�� noted that in February 2004 the Planning Commission provided Dennis Guptil comments <br />�� and direction regarding a sketch plan proposal. <br />.�ry <br />Page 4 <br />
