REQUEST FOR COUNCIL ACTION <br />Date: 2/28/2005 <br />Item No: 3.e <br />— Department Approval: Manager Approved: Agenda Section: <br />— �� �` �� �:.��� � �_�. � f.� ,��� � - �r� � Staff Reports <br />-.� <br />— Item Description: Consider Authorizing the I�� -�' a�si I ic �;i t�i� of an Employee Position <br />Background <br />As part of the City's regular review of its compensation and benefit plan and State-mandated Pay <br />Equity laws, City Staff conducts an assessment of current employee positions to ensure <br />compliance with all federal and state laws, and to gauge whether external and internal equity is <br />being maintained. <br />Over the past few years, this review process has demonstrated that a number of employee <br />positions are compensated at levels that are below the general marketplace. In addition, some <br />employee positions are somewhat askew as compared to other positions that perform similar <br />duties. The City's Receptionist position falls into both categories. As a result, Staff is <br />requesting Council consideration to reclassify the Receptionist position to a slightly higher pay <br />scale. <br />Under MN State Statutes, City Council approval is needed to create or abolish employee <br />positions, or to reclassify an employee from one pay category to another. <br />Discussion Items <br />The City's Receptionist position is the [t�x��c �� paid full-time position citywide. The current <br />hourly wage range is $13.29 -$15.64. By contrast, the City has a number of part-time <br />employees whose hourly wage range tops out at $16.42 per hour, or 5% higher than the <br />receptionist. Excluding the Receptionist position, the next lowest paid full-time position has an <br />hourly wage range that tops out at $17.79 per hour, or 14% higher than the receptionist. <br />Based upon the duties and responsibilities assigned to the Receptionist as compared to other <br />office personnel, this disparity appears unwarranted. <br />The City's current Receptionist has been employed by the City since 1985 and has consistently <br />performed all assigned duties and responsibilities in a professional manner. In addition, the <br />receptionist position has absorbed higher-level duties on a regular basis in response to changing <br />needs of the organization. <br />
