6.19 The architectural design of the addition is very detailed. The retail shops area includes <br />varying building heights, architectural design and features, as well as a mix of building <br />materials and colors. However, staff considers the theater to have �our fronts for which <br />additional design components are necessary to eliminate blank wall mass. Specifically, <br />false windows or light boxes similar to those installed in other areas of the retail <br />component shall be incorporated into the north, west, and east elevations of the theater. <br />6.20 Section 1010.11D requires all trash handling equipment (trash and recycling dumpsters <br />a�dlox compactors) to be contained within and under the principal structure. The <br />submitted plan indicates that the underground service area will inclucie the trash dumpster <br />and compactor. <br />6.21 The City's Development Review Committee (DRC) has discussed li�'elsafety issues <br />pertaining to the serviceldelivery area proposed on the lower level of the addition, and <br />concluded that three cameras must be installed, one inside the serviceldelivery corridor <br />and one at each end (eastlwest) of the structure, and all being connected to the e�sting <br />security system to monitor service/delivery activities. <br />6.22 The DRC has discussed pedestrian safety along and within the plaza. Pedestrian <br />walkways are proposed from the parking area to the new retail shops and adj acent the <br />retail shops and theater. The submitted plans indicate bollards throughout the plaza. <br />However, the DRC recommends further work with Jones Lang LaSalle on <br />strategic/appropriate placement of bollards to effectively protect pedestrians as well as <br />near the entrances into retail shops. <br />6.23 7ones Lang LaSalle has submitted a tenant sign criteria plan for �asedale Center. <br />However, although this plan is detailed, it is too complicated to incorporate into the PUD <br />Agreement. Staff suggests simplifying the plan to allow new "life style" tenant signage to <br />be back-lit or internally-lit channel letters (can include corporate logo) or a wall mounted <br />projection sign of not more that 75 sq. ft. in size. Theater signage will be allowed per the <br />submitted elevations. Bookstore signage will be allowed a north facing and south facing <br />sign equal to 75 sq. ft. <br />7.0 STAFF RECOMMENDATION: <br />7.1 On December 20,2004 the City Council approved the General Concept plan for iZosedale <br />Center, subject to 11 conditions. City staff has review the submitted plans and has the <br />following comments regarding the 11 conditions of approval: <br />a. The provision of a parking plan with anchor and general mall floor plans to allow <br />the City Planner to verify the required number of parking spaces, including park- <br />in-ride spaces and transit rides per City Code. The City Planner has determined <br />(Section 6.1) that the proposed Final DevelopmentPlan requires 5,331 on-site <br />parking spaces, for which Rosedale, upon completion of improvements <br />associated with the proposed improvement, will have a total of 5,779 on-site <br />�arking spaces, an excess of 448 parking spaces. <br />PP3608_RCA_i'ina4Development_041105 Page 9 of 12 <br />
