� <br />b. The provision of a letter from Metro Transit endorsing the proposed location of <br />the transit hub, the location of the bus staging area and location of the park-n-ride <br />lot and a condition in the final PUD agreement that requires the Mall to provide a <br />location for a Regional Transit Huh at the mall, subject only to Metro Transit's <br />wishes to retain the hub at the Ma1L (The Transit Hub is part of the City's <br />comprehensive plan concepts for traffic management and disbursement in <br />Roseville). Jones Lang La�alle and Metro Transit have agreed in principal <br />to a 20 year use agreement (addendum to existing agreement) that will <br />identify the responsibility of those improvements discussed in this report and <br />indicated on the attached plans. <br />c. Review and approval of the traffic study and proposed access improvements by <br />the Ramsey County Traffic Engineer, MnDOT, the City, and Metro Transit, <br />including their agreement regarding the schedule of needed traffic mitigation <br />efforts, both short term and long term, and agreement on allocation of traffic <br />mitigation costs. Although staff can determine and require improvements <br />directly attributed to the redevelapmentlexpansion of Rosedale, it is unable <br />to require Ramsey County ��dlo�' MnDOT to agree to a long term plan for <br />programming and funding regional transportation issues in and around <br />Rosedale Center. <br />d. Completion (City, County, Rosedale) of the work necessary to create a safe, <br />accessible, clearly marked, and signed pathway system on the south side of <br />County Road B-2 and through the �arkingltraff c movement areas that will <br />improve pedestrian access to the mall, lifestyle center, and theater. The Public <br />Works Department is in the process of obtaining the necessary easements to <br />reconstruct the existing trail along the south side of County Road B2. The <br />proposed Final Development Plan includes pedestrian traillsidewalk <br />connections from County Road B2 (including a clearly marked crosswalk) to <br />the lower level shops; from tbe ring-road pariang lot adjacent to County <br />Road B2 to the transit hubltheater (including a clearly marked crosswalk); <br />from the ring roadJpark-n-ride Lot adj acent to Highway 36 to the transit <br />hubltheater (including a clearly marked crosswalk); an elaborate pedestrian <br />plaza, including an elevator and stair connection from the lower level <br />parking lo�Ishops to the upper level parking lot, and pedestrian <br />pat�lwall�way in front of both upper and lower level shops and extending to <br />the maj or mall entries adj acent to Green Mill and Big Bowl; and bus pick-up <br />and drop-off near Big Bt�wllMacaroni Grill. Access to the theater must he <br />provided from both parking lots. This will require a direct pedestrian access from <br />the lower level (west) parking lot. The revised proposal includes an elaborate <br />�lazal�ede�trian connection that runs between the retail shopslrestaurant <br />addition and the retail shopsltheater structures.
