T
e. The Public Works Department must complete the review and approve of the
grading, drainage, sidewalk and trail, and utility plans proposed with the General
Concept and Final Plan submittal. All plans, including the location of fire
hydrants (per Fire Marshal) and utility services connections, require the approval
of the Public Works Department. In addition, the applicant is required to receive
the approval of the storm water management plan by the Rice Creek Watershed,
prior to the Final Planned Unit Development Plan approval by the City Council.
The Public Works Department has reviewed the Final Development
submittal pertaining to utility, grading, and drainage plans and approved
these plans. However, some of the issues regarding placement of fire
hydrants nrlor siamese connections will not be finalized until such time as
the building plans are submitted for building permit review by the Building
Inspection staff and the Fire Marshal. Further, the final storm water
management plan has been submitted to the Rice Creek Watershed for
permit approval.
f. The provision of a lighting plan for the all revised parking lots and the building
which plan must meet the requirements of Section 1010.12. The submitted
lighting plan has been reviewed and determined to meet the requirements of
Section 1010.12 of the Roseville City Code.
g The provision of a revised landscape plan that incorporates additional plantings in
all newly created curb islands and within the area surrounding the storm
management pond. The revised landscape plan has been reviewed for
compliance with this condition and the City Code. Staff has determined that
the plan meets the requirements of both.
h. The provision of a snow removal plan that eliminates any of the parking areas
adj acent to the addition, specifically the theater, from temporary or permanent
snow storage (the Mall has proposed a snow melting operation as an alternative).
The City Planner has discussed snow removal planning with Jones Lang
LaSalle in greater detail than that which is provided in the narrative.
Specifically, the discussion concentrated on staging locations for temporary
snow storage and the manner in which snow is transferred to the melting
machine and development of a plan sheet to be incorporated into the PUD.
The provision of a signage plan for both building facade signage and any proposed
monumenlpylon signs. Staff suggests that the sign plan accounts for all sigage
existing and proposed at Rosedale Center. Jones Lang LSalle has submitted a
tenant sign criteria plan for Rosedale Center. However, although this plan is
detailed, it is too complicated to incorporate into the PUD Agreement. Staff
suggests simplifying the plan to allow new "life style" tenant signage to be
back-lit or internally-lit channel letters (can include corporate logo) or a wall
mounted proj ection sign of not more that 75 sq. ft. in size. Theater signage
will be allowed per the submitted elevations. Bookstore sigage will be
allowed a north facing and a south sign equal to 75 sq. ft.
PF'3b0$_RCA FinalDevelopment_041105 Page 11 of 12
