Conclusion <br />For the reasons set forth above, <br />tf the Council wants, the Council could direct staff to provide a copy of <br />Mr. Casserly's bills to the Council or Councilmember Ihlan. <br />If the Council wants, Councilmembers can make arrangements with Mr. <br />Casserly to access his files relating to the work he has done for the City <br />relating to Twin Lakes. However, disclosure of that data, like disclosure <br />of data in City files, is subject to the provisions of the Data Practices Act. <br />If the Council pursues this course then, in order to protect the City and the <br />Council, I recommend Councilmembers consult with and follow the <br />advice of the City Attorney as to what data is public and what data is <br />private under the law. <br />.
