SuperTarget: Consider Public Improvement Contract <br />Public Works Director Duane Schwartz reviewed the proposed <br />public improvement contract to-date and questions previously <br />raised as to Target Corporation's level of participation in the <br />reconstruction of a part of East Snel�in� Service Drive; noting <br />that Target had increased their level of participation from 25% to <br />56.5% of the cost of reconstruction of the roadway adjacent to <br />their west property line. <br />Councilmember Ihlan opined that the reason she had raised this <br />concern at the last meeting was due to the revised site plan and <br />cost-sharing for a roadway that would only service the Target <br />property and following the City's vacation of the former State <br />Farm Road to make the development possible. Councilmember <br />Ihlan questioned the negotiation process and why Council was <br />not consulted prior to staff negotiating the agreement and why <br />the Council was not more involved in the process. <br />Mr. Schwartz advised that, when staff returned to the negotiating <br />table with Target, the firm felt that they had met their obligations <br />and provided significant public improvements at a considerable <br />investment, in addition to their added costs in relocating the <br />Perkin's Restaurant. Mr. Schwartz opined that there were cost� <br />savings to be realized by the City in long-term replacement and <br />maintenance costs for the roadway with the realignment. Mr. <br />Schwartz noted that the site plan revisions and improvements <br />were made by Target at the request of and due to staff and City <br />Council concerns. <br />Couneilmember Schroeder spoke in support of the realignment <br />and its meeting specifications.
