City Council Regular Meeting — 04/11/OS <br />DRAFT Minutes - Page 18 <br />that this change was favorable from a maintenance (snow <br />removal) standpoint, and the cost-sharing seemed to be fair and <br />reasonable. <br />Councilmember Ihlan expressed her concern related to the <br />overall process and opined that the City Council needed to <br />maintain control and be pro-active, rather than reactive in <br />negotiations for these types of projects. Councilmember Ihlan <br />further opined her desire to have further discussions regarding <br />this policy issue and that the Council needed to play a larger role <br />in negotiations rather than staff. <br />Schroeder moved, Maschl�a seconded, approval of a Subdivision <br />and Public Improvement Contract for the Target Redevelopment <br />Site in the Roseville Business Park (PF #3591} between the <br />Target Corporation and the City of Roseville. <br />Mayor Klausing reviewed past discussions and zoning changes <br />related to this redevelopment and the City's statutory authority; <br />opining that staff had negotiated a good agreement; and spolce in <br />support of the motion. <br />Councilmember Ihlan reiterated her perception of the proj ect's <br />history, opining her original concern in the City Council's <br />change to the zoning and Comprehensive Plan amendment rather <br />than following her suggestion to impose a moratorium to amend <br />language in the Shopping Center District zoning ordinance. <br />PUBLIC COMMENT <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn concurred with Councilmember Ihlan's <br />interpretation of the negotiations, opining that the City had <br />gotten a"raw deal" from what the project had originally <br />intimated. Mr. Kysylyczyn suggested a cul-de-sac on each end <br />of the street. <br />Roger Hess -1914 Wagener Street <br />Mr. Hess recommended that the portion of the road in question <br />be talien out to save money and made open space. <br />Mr. Schwartz commented on the need to retain Commerce Street <br />
