City Council RegularMeeting— 04/11/OS <br />DRAFT Minutes - Page 19 <br />for business access; and the additional cost to maintain cu�-d�- <br />sacs, given traffic volumes. Mr. Schwartz noted that, since <br />initial concept plans, the Target building had been repositioned <br />and realigned. <br />Councilmember Schroeder opined that his perception of the <br />proposed project was consistent with that currently proposed, <br />and that Commerce Street and the frontage road was used for <br />residential and commercial traffic for other than just the Target <br />facility. <br />Councilmember Kough opined his support for vacating the street <br />along Snelling Avenue for open space and a buffer between <br />Snelling Avenue, rather than deeding it to area businesses for <br />additional parking. <br />City Manager Beets addressed previous Council discussions at a <br />recent meeting related to the area spoken of by Councilmember <br />Kough, noting that the area would be used as green space and a <br />buffer, but not owned and/or maintained by the City, but by the <br />adj acent property owners. City Manager Beets noted that staff <br />had received Council direction to pursue discussions with <br />adj acent property owners, as approved by Council, with signed <br />agreements required prior to any transfer of property from the <br />City to the business owner. Mr. Beets noted that, due to safety <br />issues, connectivity to the area via a pathway would be <br />accomplished further from Snelling Avenue, at the State Farm <br />Drive intersection. <br />Roll Call <br />Ayes: Maschka, Schroeder, Kough and Klausing. <br />Nays: Ihlan. <br />7.a Park Dedication Fee Update <br />City Manager Neal Beets provided a written report and <br />update on staff and City Attorney negotiations with Target <br />for payment by Target to the City for $60,000 in park <br />dedication fees to be deposited in the Parks and Recreation <br />Dedication Fund to be used for capital improvements to the <br />parks system. <br />Councilmember Ihlan questioned why Target was only <br />SuperTarget Park <br />Dedication Fee <br />Update <br />
