City Council Regular Meeting — 04/11/OS <br />DRAFT Minutes - Page 2 <br />A. Roger Toogood, 427 Iona Lane <br />Mr. Toogood spoke to the excellence of the City's <br />recycling program, while expressing concern regarding <br />papers littering the neighborhoods on recycling day due to <br />uncovered curbs�de containers. Mr. Toogood sought an <br />update on the pilot study for the recycling program. <br />City Manager Beets advised that staff was scheduled to <br />present a verbal report on the pilot study to-date at the <br />Council's Apri128, 2005 meeting. <br />Mr. Toogood also opined that the City Council needed to <br />initiate long-range planning for the City. <br />Mayor Klausing concurred with Mr. Toogood's comment, <br />noting that a recent Council Study Session had addressed <br />Council goals and priorities for the coming year, but <br />additional long-range planning would be prudent, <br />depending on Council consensus. <br />Mr. Toogood encouraged the Council to consider the value <br />of strategic planning exercises. Mr. Toogood also <br />addressed his observations from a business perspective, of <br />"micro-management" tendencies by the City Council, and <br />opined the need for the City Council to maintain their clear <br />role for direction and visioning and the proper role of the <br />City Council and staff; and not to undermine staff and <br />proper delegation of duties. Mr. Toogoad recommended <br />that the City Council carefully review those tendencies, <br />even if it required bringing in an outside facilitator to <br />analyze the situation and maintain the efficiencies of staff. <br />Mayor Klausing thanked Mr. Toogood for his observations <br />and input. <br />B. Linda Norcross,1892 Wagner Place <br />Ms. Norcross expressed her appreciation to the City of <br />Roseville for the Town Hall opportunity and thanked those <br />in attendance and Councilmembers and staff for providing <br />this avenue of access.
