City Council Regular Meeting — 04/11/OS <br />DRAFT Minutes - Page 3 <br />each neighborhood had issues, Roseville remained a <br />"shining" suburb and a community with many amenities. <br />Ms. Norcross encouraged Councilmembers and staff to <br />malce residents aware of volunteer opportunities <br />recognizing the limitations of staff and resources. Ms. <br />No�Gross noted that there was a lot of talent in the <br />community, and that talent needed to be directed and their <br />potential tapped for the good of the community. <br />Mayor Klausing thanlced Ms. No�cross for her enthusiasm <br />and encouraged citizens to get involved, noting specifically <br />the availability of serving on advisory committees as one <br />avenue; and recognizing the caliber of applicants the <br />Council received for those vacancies. <br />C. Diane Hilden, 466 Bayview Drive, and President of the <br />Lake Mc�ar�ons Neighborhood Association <br />Ms. Hilden thanlced the City Council and staff for holding <br />the Town Hall meeting in their neighborhood, and <br />welcomed them back any time. Ms. Hilden questioned if <br />there were other neighborhood associations in Roseville <br />and offered her expertise in assisting interested groups in <br />getting organized. Ms. Hilden noted the Association's <br />pride in their worl�ing relationship with the City Council �4- <br />date, and expressed the value-added in grass roots politics <br />and citizen action groups. <br />Ms. Hilden announced the upcoming Lalce �cCarrons <br />Neighborhood Association meeting and encouraged area <br />residents to attend. <br />On a personal note, and as a private citizen not representing <br />the Association, Ms. Hilden questioned Councilmembers as <br />to the possibility of creating a"Point of Exchange or Sale" <br />inspection checiclist for use when old housing stoel� was <br />sold, to identify substandard properties, ensure safety <br />concerns were enforced and brought up to code, and that <br />steps were talcen to remedy deficiencies. <br />City Manager Beets noted that, while some communities <br />regulated residential property at the point of sale, his <br />
