City Council Regular Meeting — 04/11/OS <br />DRAFT Minutes - Page 5 <br />Mr. Neprash spoke to the Citizen's League website <br />comments on the Twin Lakes Redevelopment project and <br />how interesting the issue was. Mr. Neprash opined that he <br />felt a market test for the property would be appropriate. <br />Mr. Neprash also commented on impacts to existing <br />businesses and encouraged City Councilmembers to <br />analyze and carefully consider those impacts. <br />Mr. Neprash further discussed his recent application for a <br />vacancy on a citizen advisory eommission, and comments <br />during the interview that were raised regarding his employ <br />by a consulting ����t� and potential involvement with City <br />contracts. Mr. Neprash noted that his expertise on various <br />issues would far outweigh any potential conflict of interest; <br />and anticipated that any such conflicts could be defined by <br />him in a professional manner. Mr. Neprash requested <br />further consideration for a vacancy. <br />F. �irsten Nelson, McCarrons Neighborhood resident <br />Ms. Nelson thanked Mr. Neprash for his Twin Lakes <br />comments. Ms. Nelson questioned noise ordinances at <br />parks and if they were being enforced, specifically at <br />McCarrons boat landing and picnic shelter, and who had <br />the jurisdiction for enforcement, particularly on holidays <br />and after park closing at 10:0� p.m. <br />Lt. Mathwig, Roseville Police Department, <br />Lt. Niathwig advised that the Rainsey County Sheriffs <br />Office had initial jurisdiction at McCarrons Park, a Ramsey <br />County Park, with the City lending assistance when a <br />County squad car was not in the immediate vicinity. Lt. <br />Mathwig advised that the City and County shared the same <br />dispatch service, and were dispatched for emergency calls <br />to assist the Ramsey County Sheriff. Lt. Mathwig advised <br />concerned citizens to call 651-484-1700 for Ramsey <br />County and City of Roseville Dispatch, or contact 9-1-1 <br />and advise dispatch that it was a"non-emergency" call to <br />lodge a complaint about noise or other issues at the La1�e. <br />G.
