and compactor. <br />6.21 The City's Development Review Committee (DRC) has discussed lifelsafety issues <br />pertaining to the serviceldelivery area proposed on the lower level of the addition, and <br />concluded that three cameras must be installed, one inside the serviceldelivery carridor <br />and one at each end (eastlwest) of the structure, and all being connected to the existing <br />security system to monitor serviceldelivery activities. <br />6.22 The DRC has discussed pedestrian safety along and within the plaza. Pedestrian <br />walkways are proposed from the parking area to the new retail shops and adjacent the <br />retail shops and theater. The submitted plans indicate bollards throughout the plaza. <br />However, the DRC recommends further work with the developer on strategiclappropriate <br />placement of bollards to effectively protect pedestrians as well as near the entrances into <br />retail shops. <br />6.23 The developer has submitted a snow removal plan that calls for melting snow that <br />accumulated versus long term storage of snow in designated parking areas. Specifically, <br />the plan indicates 13 snow melting areas where snow would be temporarily stored and <br />melted accordingly. The plan, in general, is supported by t�e DRC, but there are a couple <br />of issues pertaining to staging of these activities (daytime versus nighttime) that staff <br />would like to resolve, before the final document is added into the PUD. <br />6.24 Jones Lang LaSalle has submitted a tenant sign criteria plan for �osedale Center. Staff <br />agrees with the rational used for permitting facade sagna�e. If approved, tenant <br />facade si�nage would be restricted to 1.5 sq. ft. times the lineal feet of tenant <br />frontage. Facade signs would be bacic-lit or internally-lit channel letters (can <br />include corporate logo) or a wall mounted projection sign. Theater signage Will be <br />permitted per the submitted elevations. The boolcstore siguage will be allowed a <br />north facing and south facing sign. <br />7.0 STAFF RECOMMENDATION. <br />7.1 On December 20,2004 the City Council approved the General Concept plan for Rosedale <br />Center, subject to 11 conditions. City staff has reviewed the submitted plans and has the <br />following comments regarding the 11 conditions of approval: <br />a. The provision of a parking plan with anchor and general mall floor plans to allow <br />the City Planner to verify the required number of parking spaces, including parl�- <br />in-ride spaces and transit rides per City Code. The City Planner has determined <br />(Section 6.1) that the proposed Final Development Plan requires 5,331 on-site <br />parlcing spaces, for which Rosedale, upon completion of improvements <br />associated with the proposed improvement, will have a total of 5,779 on-site <br />parking spaces, an excess of 448 parking spaces. <br />b.
