(formerly known as the Hub) including the location of the bus transfer and staging <br />area, and the location of the Park-and-Ride lot. A condition of the final PUD <br />agreement requires the Mall to provide a location for a Regional Transit Center at <br />the mall, subject only to Metro Transit's wishes to retain or terminate the Center <br />at the MaIL (The Transit �€�� Center is part of the City's comprehensive plan <br />concepts for traffic management and disbursement in Roseville). Consistent with <br />the City of Roseville Comprehensive Plan, as described in Exhibit B of this <br />document, the developer is responsible for creating, dedicating andlor <br />granting a license or access easementlagreenaent for specific periods (listed <br />below, unless terminated earlier by Metro Transit), to Metro Transit and its <br />successors, to create andlor retain: <br />a� Transit bus routes and picic-up and drop-off at main Mall entry for <br />twenty (20) years; <br />b� Hub (center) improvements including bus routes, rider <br />waitingltransfer, and driver and customer rest areas, customer <br />shelter, b�s waiting areas for ten (10) years, with a termination right <br />with a twelve (12) month notice provision after the ten (10) year <br />period; <br />�� Parlc and ride lot(s), and shelter for five (5) years, with a termination <br />right with a twelve (12) month notice provision after the five (5) year <br />period; dated ,2005. <br />The City will not he a party to the license or agreement unless legally <br />required to participate by funding requirements or other state or <br />federal requirements. <br />In order to provide more time for the two parties to complete the <br />worlc, the amended, signed agreement(s) between the developerlMal� <br />Owner and Metro Transit must be provided to the City prior to <br />issuance of any of the developer's project building permits. <br />c. Review and approval of the traffic study and proposed access improvements by <br />the Ramsey County Traffic Engineer, MnDOT, the City, and Metro Transit, <br />including their agreement regarding the schedule of needed traffic mitigation <br />efforts, both short term and long term, and agreement on allocation of traffic <br />mitigation costs. Although staff can determine and require improvements <br />directly attributed to the redevelapmentlexpansion of Rosedale, it is unable <br />to require Ramsey County andlor MnDOT to agree to a long term plan for <br />programming and funding regional transportation issues in and around <br />Rosedale Center. <br />d. Completion (City, County, Rosedale) of the work necessary to create a safe, <br />accessible, clearly marked, and signed pathway system on the south side of <br />PF3608_RGA_FinalDevelapment_050905 Page 10 of 13 <br />
