� � SEH MEMORANDUM TO: Debra Bloom, City of Roseville FROM: George Calebaugh, SEH DATE: Apri16,2005 RE: Rosedale Center Expansion Traffic Review Off-Site Roadway Improvements and Cost Estimate SEH No. A-ROSEV980if� As requested, a scope of worlc and estimated cost was developed for the off-site roadway improvements required for proposed re-developinent/expansion of the l�asedale Center. The proposed roadway improvements are based primarily on the findings of the 3/7/OS traffic study by Parsons. The proposed roadway improvements i��clude adding and lengthening turn lanes at two intersections, modifying signal systems at four intersections, and providing a new signal timing plan for the coordinated signal systems along County Road B2 and along Fairview Avenue near the Rosedale Center. Changes to the intersection lanes are proposed at the County Road B2/American/North Mall Entrance intersection and at the County Road B2/Southbound TH 51 Ramp/Nartheast Mall Entrance intersection. At the County Road �1=r,�ni�rit�m7�tiri�1� Mall Entrance intersection, a 170-foot southbound left turn lane will be added (creating a double left turn for the southbound approach) and the existing westbound left turn lane will be lengthened to 300 feet (creating bacic-to-bacic left turn lanes with the eastbound left turn lane at the County Road B215ou�hbotiiuc� TH 51 RainplNortheast Mall Entrance intersection). At the County Road B2/Southbou��d TH 51 Ramp/Northeast Mall Entrance intersection, a 75-foot southbound '•G�� turn lane will be added and the existing eastbound left turn lane will be lengthened to 340 feet. The estimated cost for this intersection lane worlc is $215,000 ($186,000 for construction and $29,000 for design and construction engineering). The proposed signal system work includes the following: • Fairview Ave�7uelWestbound TH 36 Ramp/Fronta�e Road intersection: modifying signal heads and re-wiring � County Road B21AmericanlNorth Mall Entrance intersection: addingirelocating detector loops for the southbound approach, lengthening mast ar�ns, addi�lghnodifying signal heads, and re- wiring. � Caunfy Road B2/Sout1�►bound TH 51 Ra�np/Nor�heast Mall Entrance intersection: adding/relocating detector loops for the southbound approach, lengthening mast arms, adding/t�todifying signal heads, and re-wiring. • County Road B2/Northbound TH 51 Ramp intersection: modifying signal heads and re-wiring The estimated cost for this signal worlc is $90,000 ($78,000 for construction and $12,000 for design and construction engineering). The signal timing plan worlc will involve all the coordinated signal systems along Fairview Avenue and County Road B2 iiear the �tosedaEe Center. Two sets of timing plans will be developed. An 'interim" set of timing plans will be developed for "opening day" of the proposed development.
