City Council Regular Meeting — 04/25/OS <br />DRAFT Minutes - Page 3 <br />Minneapolis, addressed the Twin Lakes Redevelopment <br />project, questioning the justification of additional public <br />monies spent in maintaining public roads. Mr. Howey <br />spoke in opposition to tax increment financing, opining it <br />was a"shell game" with taxpayer dollars, and did not serve <br />in the public's best interests. Mr. Howey further opined <br />that private developers should not have use of public <br />monies when the budget had been cut in many other ways <br />to the detriment of community services and programs. <br />D. Bob Areda <br />Mr. Areda spoke in opposition to the Twin Lakes project <br />and particularly the use of tax increment financing (TIF). <br />Mr. Areda expressed concern that Roseville would become <br />too urbanized; and that traffic would gridlock the area and <br />spill into the residential neighborhoods. <br />E. Linda Neilson,1349 Brooks Avenue W <br />Ms. Neilson spoke in opposition to the Twin Lakes project, <br />concurring with Councilmember Ihlan's recent editorial in <br />the Roseville Review. <br />— Ms. Neilson expressed concern about the need to improve <br />code enforcement given the city's aging housing stock. <br />Ms. Neilson encouraged stronger enforcement, specifically <br />with outside storage and the number of unrelated people <br />living in some homes in the community. Ms. Neilson <br />concluded by expressing her concern related to vehicular <br />speed and the amount of traffic within the community. <br />Mayor Klausing suggested that Ms. Neilson contact staff to <br />make them aware of her specific code enforcement <br />concerns. <br />F. Jane Spartz, 649 Heinel Drive <br />Ms. Spartz thanked the City Council for allowing the <br />public to voice their opinions. Ms. Spartz spoke to two <br />issues: <br />1} One concern regarding placement of the water ski <br />course on the lower end of the lake, as it is narrow <br />and doesn't allow room for boats to safely pass. <br />
