Mr. Miller noted that the City of Brooklyn Park met weekly, thus their weekly submission; similar to that followed by the City of Roseville prior to the recent change of ineeting frequency. Mr. Miller noted that this would require billing changes with the City's credit card vendor. Councilmember Ihlan reiterated her concern to have additional lead time for review of transactions; noting the Council's obligation, by State Statute, to review purchasing controls periodically. Councilmember Ihlan noted that she had yet to receive written documentation of internal controls used by City staff; recommending that this documentation be periodically reviewed as part of the Council's oversight duties. Mayor Klausing noted that staff had written a Council report and had summarized for the Council at a council meeting the purchasing and internal controls used, and had offered Councilmembers the opportunity to review the internal policies and procedures in their entirety on an individual basis if they so desired. Mr. Miller noted that the City's purchasing function was broad, and while written policies were available on most aspects, he wasn't sure if the City had developed an actual Internal Controls Policy, but one could be compiled at the Council's direction. Councilmember Ihlan assured staff and Councilmembers that she was not advocating creation of additional documents, but was concerned that the Council was doing proper oversight of staff; and questioned whether such a process could be part of an annual audit. Mayor Klausing asked Councilmember Ihlan for specific suggestions to allow City Manager Beets and Mr. Miller to provide the policylprocedure documentation requested.
