L Council approval is sought to correct a zoning designation on existing city maps for <br />2 parcels located at 1388 —1390 Lydia Avenue and at 1389 —1391 Miflwooc� Avenue. <br />These are existing duplexes built in approximately 1971. <br />].'� The Community Development Staff semi-annuallyupdates zoning and comprehensive <br />plan maps. Before completing this task in July 2005, the staff seeks to correct the parcel <br />zoning previously(1958) designated for apartment use. The approvals were found <br />recently in old records. Without these records, the two existing duplexes would be <br />considered illegal, non-conforminguses. This would not allow the owners to easily <br />refinance or insure the buildings. (The City Attorney has recommended a formal action <br />by the Council to correct the zoning designation and map.) <br />� <br />�.f� <br />This is a`�paper elar��cation" issue. No new lots will be created. No use will change <br />on the lots. The building setback requirements will continue to he met. The site is <br />designated for Low Density Housing in the Comprehensive Plan. If the Council approves, <br />the two lots would be designated as R-2 lots because of the duplexes constructed on the <br />site in 1971. The R-2 duplex use is consistent with the low density residential use of the <br />Comprehensive Plan. <br />: • �II�II�1�J�� <br />�.l In June of 1958, the City Council approved construction of apartments on 4 lots within <br />B�oc�c 9, Roseville Terrace Plat 4. Based on the City Zoning Ordinance in effect at that <br />time, this action allowed a range of single family to apartments to be constructed on the <br />lots. Eventually 2 duplex structures were constructed on two lots, while single family <br />homes were constructed on the other two. While currently shown as "R-1 ", the zoning <br />district most appropriate (and consistent with the Council's 1958 approval) for these 2 <br />existing duplexes is "R-2" (duplex-two family housing). The other 2 lots, which have <br />single family detached homes, should remain in the "R- �" zone. <br />PF'3648 RCA 061305 Page � of 3 <br />
