The Rezoning request (from B-1 to B-2) will allow TCF to redevelop the 1.3 acre (56,200 <br />sq. ft.) vacant parcel to a new TCF branch bank with a 4,500 sq. ft, office and 5 lane <br />drive-thru. The redevelopment proposal does not require site plan approval from the <br />Planning Commission or City Council. The submittedplans must be consistentwith <br />Sections 1005 (Business Districts) and 1010 (Design Standards) of the Roseville City <br />Code. <br />The site, 1445 County Road B, was formerly occupied by �irstar Bank. However, a <br />review of the City Code concludes that a bank or financial institution (including drive- <br />thru) is not allowed in a B-1 zone. A further review of our historical files does not <br />conclude how or why a drive-thru bank/�"inaneial institution came to be at located 1445 <br />County Road B. <br />Thomas Paschke reviewed the site plan and compatibilityof zoning districts, utility and <br />traffic capacities and Comprehensive Plan. The staff recommended approval. <br />Member Pust asked when First Star vacated. <br />Member White asked the original purpose for a"B-1" zone. Thomas Paschke explained <br />the professional office uses and how it was transformed to a bank and drive through. <br />Member White asked if there was any adverse effect noted in records for the past drive <br />through bank use. <br />Mil{e Kra�, T.G. Architects, representing TCF answered questions. Member $aketnan <br />asked if TCF at Lexington and County Road B will change use (Yes). She asked if traffic <br />will be primarily a right in, right out. Could the entrance on "$" be eliminated to reduce <br />turning movements (applicant will review this concept)? <br />Tom Masanz, 1440 County Road B, explained the road alignment and design. The left <br />turn into the site should be eliminated. Is there a retail component on this site? Thomas <br />Paschke explained the reason for rezoning only to a bank. <br />Member Balceman noted that Pascal is where the road lanes change. The left turn along <br />the ease end of the site is the issue which creates traffic flow issues. <br />Mr. Masanz also noted that traffic now makes "U-turns" on " B. Thomas Paschke <br />explained the entry on'B" was to be a right in — right out. A median in front of the bank <br />may help. <br />Mr. Bob Lunberg, parcel owner from Zimmerman Realty, explained in 1960 a plat was to <br />be an office park. In 1975 Zimmerman made a deal with Roseville State Bank, with a <br />drive through. The turn in lane was created for the drive through. There was no median <br />on " B . <br />
