City Council Regular Meeting — OS/23/OS <br />DRAFT Minutes - Page 14 <br />appraisals; differentiating those with AMI—certified <br />appraisals that would be fo�na� and final, and take into <br />consideration impacts of polluted properties related to <br />values; rationale for assumptions; and further negotiations <br />and potential for property owners to hire their own <br />independent appraisers during the negotiation and property <br />acquisition process. <br />Roll C all <br />Ayes: Maschka; Kough; Schroeder and Klausing. <br />Nays: Ihlan. <br />3.1 Adopt Highway 36 Resolution <br />Councilmember Maschka noted that he had requested <br />discussion and consideration of this resolution to keep the <br />pressure on MnDOT and the State for federal funding to <br />alleviate freeway congestion in the northern suburbs. <br />Councilmember Maschka opined that he was open to <br />revised language and suggested staff draft and format the <br />document in accordance with the City's resolution <br />language as appropriate. <br />Maschka moved, Kough seconded, adoption of Resolution <br />No. 10309 entitled, "Resolution Regarding Highway 36 <br />prepared for the Roseville City Council Study Session, <br />May 16, 2005, by the Roseville Citizens League;" and <br />authorizing staff to move forward in drafting appropriate <br />language and format for a City of Roseville resolution for <br />presentation to the Minnesota Department of <br />Transportation (MnDOT); Governor Pawlenty; and <br />legislative leaders of the State Senate and House of <br />Representatives; Chair of the House Transportation <br />Finance Committee Senator Steve Murphy; and Chair of <br />the Transportation Budget Division of the Senate Finance <br />Committee, and other appropriate leaders, to provide for <br />appropriate government contracts; gauge bordering <br />municipalities and their support of such a resolution; to <br />continue to encourage designation of funds within the <br />MnDOT budget for addition of a third eastbound lane to <br />Highway 36 from the western terminus to the interchange <br />with Highway I-35E; or to consider other alternatives to <br />alleviate traffic congestion in the northern suburb corridors. <br />Resolution 10309 <br />Highway 36 <br />
