OVAL <br />1. speedskating, bandy, open skating and aggressive skate <br />park during the summer <br />2. opened in 1993, construction was funded by the state and <br />the city. <br />3. built to accommodate local, regional and international <br />events and has exceeded goals in providing for this. <br />4. expected that revenues would cover operations and <br />depreciation but have not. <br />5. current major issue is the failure of the chiller, though only <br />one component of the facility does affect the entire facility <br />—replacement costs could run around $200,000, yet the <br />entire facility is worth in the million dollar range. <br />a. one issue for this study group will be to try to bring <br />into focus how the operation o�the Skating Center <br />figures into the annual Park and Rec. budget along <br />with the City budget, taking into consideration how <br />much the city is expected to subsidize services, <br />what should be taxpayer involvement for "quality of <br />life" operations such as public recreation. <br />C. Banquet facilities <br />1. were added in 1998 to complete the facility for events and <br />provide meeting spaces <br />2. usage by Park and Rec. affiliated groups is not charged, <br />creating community outreach. <br />This overview prompted many questions and themes to hit upon in our future discussions. <br />The main theme to address is �nances. Many questions arose concerning Park and Rec. <br />operations and operations of similar facilities, including: <br />1. can the budget be broken down to carve out certain expenditures such as utility <br />usage for the different areas? <br />2. do we (as a community) expect our Park and Rec. department to make a profit in <br />order to exist? <br />3. what level of subsidy is provided for other Park and Rec. facilities and <br />operations? <br />More questions specific to the Skating Center were also brought up: <br />]. how do similar facilities in the U.S. operate? — West Allis, Lake Placid, Salt Lake <br />City and Butte, MT? <br />2. what costs are associated with operating the aggressive skate park in the summer? <br />3. how do we look at repair costs? would it be a matter of purchasing within the city <br />budget or does the city budget include depreciation schedules? <br />4. could we sell to a private organization? <br />5. would there be termination costs? <br />6. what would be partnering opportunities for the facility? <br />7. how are fee scales set now and would we want to set up differential fees? <br />ATTACHMENT 15 <br />Task Force Meeting Minutes <br />
