What can the school districts do to better anticipate demographic trends, the rate of <br />demographic change, and plan for facilities that will meet the trends and changes? <br />• Many seniors will be moving from their homes in the next 10 to 15 years. <br />• The Roseville District is seeing increasing diversity i I � cultural, racial, and social <br />backgrounds. <br />Both schools districts tailor programs to meet changing demographics, examples include <br />pre-kindergarten programs that educational and safe places for kids; advanced placement <br />programs for student in middle school; community education programs for adults <br />wanting to learn Englis�z as a second language and to retrain for the changing job market. <br />The Roseville School District maintaius facilities that are couununify amenities, such as <br />the Pairview Community Center. They ��eed outside iinancial help r�i maintaining and <br />services such a facility. <br />Possible Solutions <br />Programs for Young Families <br />No interest loans or loans with interest payment at time of resale—loans cauId be used to <br />help young families upgrade or remodel the "Roseville Rambler." <br />• City could offer subsidies to young fainilies to do their own kitchen and bath upgrades if <br />they are buying their houses from seniors. <br />Promote existing programs for first-time homebuyers so they are better known. <br />Programs for Seniors <br />• Develop programs that educate seniors about the value of their homes and how to <br />maximize their profit when they se1� their homes. <br />• Develop subsidies for seniors to improve their homes for Jl it � young famiIy market, <br />especially adding a fourth bedroom, a family room, and a garage expansion. <br />Supportive Public Policy and Planning <br />■ City Council could chan�e its decision-making strategies to include long-term <br />investments as well as short-term gains. <br />� City could place a moratorium on building housing types that aren't as attractive to <br />young families. <br />. City could adopt land use strategies that will address the needs of residents 10 years from <br />now. <br />_ � City could subsidize developments that create walIcable neighborhoods with a"small <br />town" feel. (The City needs to be competitive with attractive residential neighborhoods in <br />Minneapolis and St. Paul.) <br />_ F City could support development of one-story townhomes targets for young seniors —this <br />would encourage tI�ese seniors to move out of housing that would be attractive "move- <br />up" housing. <br />F Ciiy could encourage subdivision of large lots to make space for new houses. <br />• City should keep programs simple yet flexible so they can meet the full-range of lifecycle <br />housing needs. <br />� <br />
