Rnseville School District
• Schools – don't want to "kick out" people
. Want to understand what the changes will be, "when" will change happen and
be prepared in terms of facilities and program.
. Demographics -- srall famili s; nre diverse (celebrate) –districts server
residents from the "womb to tomb".
. Pre –"Jump" to kindergarten; i1 depth studies over past years :$ most keep
schools ii1 good shape and maintain programs -- sese seinins.
A community center needs collaboration – can't be only schools.
• District has assets (property) that could add value to community.
. Diversity is selling point – Latinoltnong and first time buyers.
O1771772Y11.4
• Boomers are "redefining" downsize.
. Huge narkEt for single @- if under 300,000 with children.
What ideas or suggestions do you have to address the issues that were raised?
City council needs to have longer term view as development decisions are being
inade.
■ Must use our available land for the 10-year out market; that is nof 7ow
happening.
■ City can do something; but it will take $ to subsidize desirable development.
■ Special programs can work – first time hornebuyers are one target group, but
may need to he promote more.
• Why not subsidy for 65 +t o address "tired" housing – 3 bed to 4– fanily roa
– froit porch – garage expansion.
• Programs needs to be siinple (shrink lot size).
■ Look to other mocels (St. Paul) – not repay $ until lone is sold would help
seniors improve home.
= No 1-level town-hoaes under $250,000.
So MI'TS is expensive but – environment aud "neighborhood" attractive—big
"attraction" is "main-street" feel lifestyle.
■ Incentive for first time to do development 30 years deferred upgrade.
* What is the response to reverse mortgages? So far, poor. Bad products; adult
children are opposed because it taps into senior parent's equity; people did not
understand them.
f Educate seniors about increased value for sale.
* Can city put "moratorium" on certain types of housing would that help or hinder
development of other housing types?
* No interest mortgages would be a good incentive for young families.
■ Seniors won't do or pay for what they don't need.
+ Kitchen and bath are i.tn}ortazt, but those moving into the house arigllt prefer to
do remodeling to suit their lifestyle and needs.
—
Rea3tozs/School Dis'ricts/HRA bialoue F•
May 11,2005
