Were participants satisfied with the <br />dialogue? <br />Twenty-seven (27) respondents agreed that they <br />had an opportunity to voice their thoughts during <br />small group discussions. There was one suggestion <br />to make the area smaller so there would be fewer <br />participants, thus more i�e for discussion. :�=_ (28) <br />of the respondents thought that the dialogue was in- <br />formative. <br />Twenty-four (24) participants indicated interest <br />in having similar dialogues on other citywide topics. <br />No specific topic was mentioned more than once. <br />Topics mentioned included: <br />�� Current development going on in the neighbor- <br />hood <br />�} Crime Watch <br />•.• Traffic and business expansion <br />$ Public tz'ansportation <br />•; Understanding that renters, whether low in- <br />come or not, are neighbors also. <br />'� Senior programs <br />•.� Quality of life in Roseville. L,et's see Rose�ille <br />grow or maintain—notT��_;�� population. <br />•;• Developmentwithin T�oseville--we are land- <br />locked! <br />What were the housing-related concerns <br />that were raised? <br />Through small and large group discussions, par- <br />ticipants identified several concerns, which can be <br />grouped under main headings or themes. Themes <br />and issues are listed below. <br />Housin� Market Activitv and Neiehborhood <br />�'Fh�re seems to be more turnover (sales) in hous- <br />ing than usual. <br />•;� Increasing number of owner-occupied, single- <br />family houses is being sold for rental pxbper- <br />ties—new households are not always families. <br />•, Increase in speculation in housing market— <br />neighbors observe that speculators are "flip- <br />ping" houses in the neighborhood. <br />.;. It seems that a lot of single-family homes are b� <br />ing bought and converted into group homes. <br />Group home operations generate a different <br />type of activity, noise levels, traffic, etc. than <br />single-family homes. <br />Housin� Maintenance and Upg�'ades <br />•`o Housing stockis aging and programs are <br />needed to help seniors maintain these older <br />homes. <br />;+ New or first-time homeowners seem to lack <br />knowledge of how to care for homes — <br />maintenance is an issue. <br />� Met Council rental properties have created <br />many issues with regard to maintenance and <br />negative social behavior. <br />Re�ulatorv Policies/Citv Codes <br />f. More regulation of rental housing is needed to <br />� <br />� <br />address a variety of issues, such as maintenance, <br />negative social behavior, increased conflict <br />among neighbors. <br />Rehab�remodel project designs do not always <br />fitin with design character of the neighborhood, <br />often garages and additions are out of scale with <br />the rest of the neighborhood. <br />More regulation of group ho�ze aciiv- <br />ity/ operatior� is needed. <br />PIanni�n�, �egulation, and Communications <br />� Higher density housing should be controlled to <br />avoid concentrations within neighborhoods. <br />.� Higher density housing should have more di- <br />versity in ownership structure, type of housing, <br />and income mix. <br />� Could use more "cottage style" housing for sen- <br />iors—good design for senior needs and good fit <br />with the existing size and scale of homes in <br />these neighborhoods. <br />-} Buffering is needed between residential and <br />commercial property uses to mitigate visual <br />blight, noise, to�c fumes, and business opera- <br />tions. <br />�� Residents do not feel adequately informed about <br />group homes that open in their neighborhoods <br />or other development proposals (large and <br />small). <br />
