Bruce Mosimann, 393 S Qwassa Boulevard Mr. Mosimann spoke to "stray electricity" along the areas of the towers. David Kacmarynski, 225 S Qwasso Boulevard Mr. Kacmarynski spoke as a proponent of the proposed project, specifically to reduce speed. Mr. Kacmarynski opined that many people had stopped walking along the road due to speed and safety concerns. Mr. Kacmarynski opined that the project would reduce speeds and improve public safety; enhance the park and surrounding area; and cure problems with phosphorus going into the lake; and encouraged the City Council to proceed with the project. Two Bench Handouts were included in the Public Hearing materials related to this matter: an e-mail from Dick Lambert, and an e-mail from Roger Toogoad. Further Council discussion included the additional cost for the park realignment. Council consensus appeared to be that the �200,000 cost for realignment should be a City-borne cost, and not assessable to the residents. Councilmember Schroeder spoke in support of the City bearing the cost of the park realignment; and encouraged staff to fuz�k�e�' review location of the sidewalk behind the power poles, not only to make the walkway more inviting and interesting, but to allow more roadway width. Councilmember Schroeder noted that the railroad track was and interim issue and not a long-term viability, and while it would remain some type of transportation corridor,
