— Roseville Statistics in 2004 and 2005 <br />The 2004 budgetwas $18,000 but the actual total cost for the necessary <br />work was $63,000, $45,000 over the budgeted amount. The work <br />specifically consisted of 29 miscellaneous items (broken brancheslhazard <br />issues) and 105 tree removals. Of the 105 removals 85 were DED. The <br />funds over the budgeted amount were taken from the Park Improvement <br />Program (PIP) and allocated to primarily remove trees that were infected <br />by DED and located on the City Boulevards. Last year the forestry <br />technician responded to 50Q+ phone calls, up 28 % from the previous <br />year. <br />The 2005 budget was increased from $18K to $25K. The $7,000 increase <br />was in anticipation of some DED yet to be dealt with the thought being that <br />— it would taper off. Unfortunately the budget for 2005 diseased and <br />hazardous tree removal program has been expended. Specifically the <br />funds have been used for 17 miscellaneous items (broken branches and <br />hazardous issues) and 41 tree removals. Of the 41 removals, 27 were <br />large elms with DED. It is anticipated that there are an additional 50+ <br />items listed for removal andlor trimming. The anticipated additional costs <br />are $45,000-$50,000. This is without having conducted a complete survey <br />of the city for DED or if a major storm were to occur. <br />Tree Inventory <br />In 1992 when the boulevard street tree inventory was conducted by <br />volunteers, 245 boulevard elm trees were identified. it has been <br />determined that roughly 240 boulevard elms have been removed since <br />1995 but there is still many remaining. It is uncertain of the exact number <br />of elm trees left because the 1992 inventory has not been updated. It is <br />anticipated that approximately 150 elm trees remain on public property. <br />The only way to be certain would be to recount and update the inventory. <br />Proiections <br />City staff anticipates that if all of the necessary work is done in 2005 that a <br />slightly higher expenditure to 2004 will be necessary. Staff is anticipating <br />that in addition to the $25,000 budgeted in 2005 that approximately <br />$45,000-$50,000 additional will be needed. It is very difficult to predict the <br />outcome in 2006 but $25,000 has been included in the budget again. <br />POLICY OBJECTIVE <br />The City of Roseville and the State of Minnesota both have laws in place <br />governing diseased and hazardous tree control on public and private property. <br />� <br />� <br />The City of Roseville has adopted city ordinance, Chapter 706, Forestation ' <br />Control to protect and preserve the health of the urban forest on public and _ <br />private lands. . <br />
