Approve Final Plans for South Qwassa Boulevard <br />Public Works Director Duane Schwartz noted that staff was <br />returning to discuss proposed conditions as directed by the City <br />Council at their July 11, 2005 Public Improvement Hearing for <br />the South Boulevard Project and to seek Council approval of <br />plans and specifications and authorization for advertising for <br />bids. <br />City Engineer Debra Bloom outlined the specifics of the project <br />for reconstruction of South Qwassa Boulevard between Rice <br />and Dale Streets; realignment surcharge of South Qwasso <br />Boulevard between Matilda and Galtier Streets; and water <br />quality improvements at Ladyslipper Park. Ms. Bloom <br />reviewed each specific condition, staff findings and <br />recommendations. <br />Curb Design <br />Ms. Bloom noted that the property at 303 South Owassa <br />Boulevard, as requested by property owner Charlie Anderson, <br />was recommended by a non-surmountable or "V-style" curb <br />design to allow flexibility for future driveways on the street <br />adjacent to his property, for potential redevelopment and <br />subdivision of the property into four lots. <br />Street Width <br />Ms. Bloom reviewed staffs exploration of the impacts of <br />widening the street for a minimum 28' foot width in all areas, <br />while still holding the north edge of the road and minimizing <br />impacts to property owners between Dale Street railroad tracks, <br />and revising the sidewalk design. Ms. Bloom recommended <br />that, instead of installing an attached 8' wide bituminous walk, <br />staff was recommending a 6'wide attached concrete walk. <br />Pathway Routing Behind Transmission Power Lines <br />Ms. Bloom indicated that in discussions with the BNSF <br />Resolution 10324 <br />Final Plans for <br />South Owasso <br />Boulevard <br />
