Presentation of Recycling Pilot Program Report Presentation of <br />City Manager Beets provided a proposed timeline and staff Recycling Pilot <br />responses to questions raised by Councilmember Schroeder, as Program Report <br />bench handouts at tonight's meeting. <br />— Councilmember Schroeder provided his perspective fr�m his <br />attendance at the Public Works, Environmental and <br />Transportation (PWET) Commission meeting where the <br />— Recycling Pilot Program Report was discussed. <br />Discussion included whether or not to compact the proposed <br />timeline and whether it was necessary to receive additional or <br />clarified input from the PWET. <br />Recycling Coordinator Tim Pratt <br />Mr. Pratt provided an overview and summary of the "Recycling <br />Pilot Program Report" and its various components including, <br />history of the program, demographics, study design and <br />methodology, results, profiles of tested collection methods and <br />areas, and supplemental observations and areas of interest (i.e., <br />current cart and bin issues; observations regarding lower <br />participation areas; profit sharing potentials and implications; <br />and financial incentives to increase participation). <br />Mr. Pratt reviewed study key concepts, variables, trends for <br />increasing comingling, social marketing, educational materials <br />and recovered materials contamination. Mr. Pratt addressed an <br />internal study provided by Waste Management; focus groups <br />and education; pre and post-surveys of participants. Mr. Pratt <br />concluded his presentation by reviewing environmental benefit, <br />convenience, price and information rankings among the test <br />areas; and difficulties in rental property participation and <br />incentives. <br />Discussion included participation and tonnage; cost <br />— differentiation in single sort or two-street sort and/or weekly <br />collection; range of services and scope of RFP's; and potential <br />incentives to vendors for payment on tonnage collected to <br />
