Councilmember Schroeder opined his support for implementation of a single-sort system to further encourage participation and increase recycling to remove more materials fiom landfills. Further discussion included potential vendors for single-sort collection and available competition to reduce collection rates; B�I's implementation of single-sort capabilities in 2006; and accelerating the RFP process timefiame. Acting Mayor Maschka recommended that staff plan to draft and formulate an RFP for the August 23, 2005 Council meeting, rather than returning to the PWET. Acting Mayor Maschka and Councilmember Ihlan opined their support for a two-stream collection system, with an RFP including options for a two-stream or single-sort proposal. _ John Kysylyczyn, 3083 N Victoria Street _ Mr. Kysylyczyn disputed several staff comments related to — single sort RFP's; referenced studies completed by other — communities supporting single-sort collection systems; and Waste Management concerns and performance related to multi- family buildings and the bidding process. Mr. Kysylyczyn opined that this study goes above and beyond City Council directive and provided his perspective and interpretation of PWET intent. Mr. Kysylyczyn encouraged Councilmembers to concur with PWET recommendations for a single-sort system, or provide the PWET with a second opportunity to provide input related to the study prior to making a decision. It was Council consensus that staff be directed to draft and formulate an RFP for Council consideration at the August 22, 2005 Council meeting, rather than returning to the PWET.
