E� The second vacation, an 8 inch sanitary sewer line within a 20 foot sanitary sewer <br />������7�1, lies diagonally across Lot 1 from Fulham Street to the western property line. <br />The sanitary sewer line, the easement, and the lift station located within the Fulham Street <br />right-of-way will be relocated to the east along the northern boundary of the <br />condominium parcel and new easements provided, at the developer's expense. The <br />existing easement will be vacated. <br />�.�? PROJECT IMPACTS: <br />�,1 Traffic generation for the entire project (Source: Institute of 1'ra�iic Engineers — Traffic <br />Generation Manual) is estimated to be from 7 to 11 vehicle trips per housing unit or a <br />total of 252 to 396 trips which will enter or leave this residential development from <br />Fulham Street to Roselawn Avenue during a given 24 hour day. Staff estimates the 6 <br />single family units may generate between 40 and 75 vehicle trips of the total. Based <br />on ITE calculations, the peak PM hour will range from 14 to 20 vehicle trips. This <br />includes vehicles such as the mail truck and garbage pick-up. Roselawn Avenue with <br />2,200 ADT (2000) trips per day in this location is not at capacity for an "A" Minor <br />Arterial street and can easily absorb the added trips (a "trip" is defined as one vehicle <br />entering or leaving a lot). It is estimated that Roselaw� Avenue will have 3,100 ADT by <br />2010 and 4,200 ADT by 2020. <br />�.:` The City Code requires off-street parking to consist of two spaces for each dwelling unit, <br />of which 1 space will be within a garage. In the case of the 6 United Properties sin l�e <br />famil,y homes proposal, each sin,gle faxnilV home will have 2 a�ra e�spaces and 2 <br />drivewa,y spaces available. <br />�.�? The placement of inechanical equipment can create visual and noise issues. It is assumed <br />that heating, cooling, and ventilating equipment and air conditioning units will be located <br />on the ground and must be placed on the north side of each home and screened from <br />view. <br />�.� The City has adequate sanitary sewer, storm water, and water mains in place to support <br />the development project. The Public Works Department and the Rice Creek Watershed, <br />prior to issuance of any city permits, must review and approve all of these detailed plans. <br />f��� STAFF RECOMMENDATION AND CONDITIONS: <br />�ti_ I On October 8,2003, the Roseville Planning Commission held the public hearing <br />regarding the "GENERAL CONCEPT P LAN proposal and voted (5-1) and <br />recommended approval the proposal from United Properties. At that time the proposal <br />still included 6 dwelling units, but the design was for town homes in 2 structures of 3 <br />units each. <br />f�.?
