�.� BACKGROUND: <br />�.1 Dunn Bros Coffee has negotiated a lease with Love from Minnesota to occupy a 2,000 sq. <br />tt. portion of the multi-tenant structure currently being occupied by Wine Time. The <br />proposal by Dunn Bros seeks approval of CONDITIOANL USE PERMIT to install a <br />state of the art drive through window and readerlarde�' board along the north side of the <br />structure. <br />�, a The 1.83 acre (79,714 �, C� parcel is located in a B-3, General Business District, and the <br />Comprehensive Plan designates the property as Business. Adjacent land uses include <br />retail to the north (Party America) and east across �'a��'view Avenue (Rosedale Commons <br />& Friday's), industrial to the west (Caterpillar) and f nanciallfuel sales (Interbank & <br />Amoco) to the south. <br />�� The property, owned by Scott Roberts Trustee, is currently occupied by Love from <br />Minnesota and Wine Time. The building, built in 1965, is approximately 18,000 s.�. in <br />size. The Wine Time shop would be downsized to just a wine store occupying a portion <br />of the northwest comer of the building (a current location) and Dunn Bros would occupy <br />the vacated street side space. <br />-7.�i The City Code identifies this type of use (cafe) as a Class I] Restaurant or Fast Food <br />Convenience, requiring a CONDITIONAL USE PERMIT for the drive-through portion of <br />the use. <br />5_� REVIEW OF PROPOSAL: <br />�. I The Love from Minnesota parcel currently has two access points to Fairview Avenue and <br />appears to share a third with the property to the north (multi-tenant — former Gateway <br />ComputerlZany Brainy). None of these existing access points will be modified. <br />However, internal traffic flow will be changed to account for additional parking and the <br />drive-through. <br />5.? The current parking adjacent the north side of the structure will be eliminated to make <br />way for the drive-through and the unimproved rear yard will be improved to include <br />multiple drive lanes and additional parking. <br />�, � Vehicles utilizing the Dunn Bros. drive-through will enter the site from Fairview Avenue <br />on the Love from Minnesota site and travel west to the order boardldrive-thraugh land. <br />The seven existing on-site (eastern most) parking spaces will remain, while the on-site <br />parking in front of the wine store will he removed. <br />PF3672_RCA_092605 - Page 2 of 7 <br />
