north exterior wall will be modified to accommodate the pass-through window in the area <br />occupied by Dunn Bros. and signage will be used to identify the new coffee shop. <br />6.0 STAFF COMMENTS/FIND�NGS: <br />6.1 Section 1005.015 of the City Code of identifies Class I] restaurants as Fast Food <br />Convenience and any that desire a drive-thru window are required to receive a conditional <br />use permit. <br />6.2 Chapter � 0� 0 outlines design standards regulations for commercial and industrial <br />development within the community. These standards are applied to new construction as <br />well as enlargements or alterations of existing buildings and/or uses. <br />63 Section 1013.01 outlines the process and standards for issuance of a conditional use <br />permit. <br />6.4 In reviewing this request, staff has made the following findings: <br />a. Impact on Traffic: Vehicle counts for this portion of Fairview Avenue are <br />currently 17 to 20,000. Staff has reviewed the proposed change in use — <br />specifically the drive-through window — and has concluded that the minimal <br />additional traffic generated will have a little impact on traffic in the area. <br />Specifically, staff concludes that the maj ority of traffic generated from the drive- <br />through will be existing vehicles already using �airview Avenue and only a <br />limited number of new vehicles will be added. <br />b. Impacts on Parks, Streets, and other Public Facilities: The proposed renovation <br />of the property as proposed will not have an impact on parks, streets and other <br />public facilities. <br />c. Compatibility of Site Plan, Traffic Circulation, and Landscaping with <br />Contiguous Properties: On Apri127, 1998, the City Council approved the <br />rezoning of the parcel to the north from I-1, Light Industrial to B-3, General <br />Business District, which zoning change afforded the site to be redeveloped into its <br />current use and site configuration (Comprehensive Land Use Plan designates this <br />area as "Business"). At that time the issue of joint access andloz use was <br />discussed and left to the final plan design and possible easement requirement. The <br />current proposal to create a drive-through lane adj acent the northern parcel's two- <br />way access to the rear of the stz�uct�re/trash enclosure, does come with its <br />challenges. However, there are design features, such as bollards, curbing, signage, <br />striping, that can be installed to minimize a vehicle circulation impact. In addition <br />to a circulation plan, the proposed plans should also include additional <br />landscaping consistent with Section 1010 of the Roseville City Code specifically <br />for the improved parking lot area and storm water ponding.
