Impacts on Market Yalue: The reuse of the property as proposed will not have <br />an adverse impact on the market value of contiguous properties. <br />e. Impacts on Health, Safety, and General Welfare: The reuse of the property as <br />proposed will not have an adverse impact on the general public health, safety and <br />welfare. <br />f. Compatibility witlt Comprehensive Plan: The reuse of the property as proposed <br />is consistent with the City of Roseville's Comprehensive Plan (designated " B) <br />and Title 10 of the City Code (Zoning), including the City's design standards <br />(subject to minor modifications as conditioned). <br />7.0 STAFF RECOMMENDATION: <br />7.1 Based on the findings outlined in Section 6 of this report, the City Planner recommends <br />approval of the request for a CONDITIONAL USE PERMIT to allow the installation of a <br />Dunn Bros. Coffee Shop drive-through window along the north wall of Love from <br />Minnesota, 2465 �'airv�ew Avenue, subject to the following conditions: <br />A. The applicant must submit of a revised site grading and drainage plan pertaining <br />to the parking lot design. This improvement must be designed to meet the <br />requirements of the Rice Creek Watershed Permit. Submittal of a revised site, <br />lighting, and landscape plan including the three curbed islands similar to the plan <br />suggested by Staff; the design of parking, curbs and islands in the new west and <br />south parking lot; parking and building lighting meeting Section 1010.12 of the <br />City Code; additional plantings within the parking lot and along the west and <br />south property line, including trees consistent with the City's Street Tree Master <br />Plan. <br />B. All signage, including the menu board, for the project must comply with the <br />requirements of Section 1009 of the City Code, including the size and location of <br />wall signs, monument sign, and directional signs. <br />C. Bollards or islands to protect the queuing of vehicles and to prevent the vehicles <br />from making u-turr�s into the property to the north. <br />D.
