City Council Regular Meeting — 09/12/OS <br />DRAFT Minutes - Page 18 <br />endorsements of the organization prior to membership. <br />— Councilmember Kough sought amendment to the motion to deny <br />_ membership if it was determined, through a requested letter of <br />— intent from the organization, that they were involved in <br />— endorsing political candidates. <br />Councilmember Ihlan suggested the motion be withdrawn until <br />additional information was obtained. <br />Kough moved, Ihlan seconded, tabling discussion of this item <br />entitled, "Discuss North Suburban Chamber of Commerce One <br />Year membership," until the regular City Council meeting of <br />September 26,2005. <br />Mayor Klausing directed staff to make a fonnal request of the <br />organization to provide a written letter of intent regarding their <br />involvement in Political Action Committees (PAC's). <br />Roll C all <br />Ayes: Schroeder; Ihlan; Kough and Klausing. <br />Nays: None. <br />Recess Recess <br />Mayor Klausing recessed the meeting at approximately 7:52 p.m. <br />and reconvened at $:0$ p.m. <br />13. Discuss Recycling Request for Proposals (RFP) Evaluation <br />Forms and Proposal Review Committee <br />Evaluation Form Criteria <br />Councilmember Schroeder opined that the evaluation form <br />contained as part of the RFP was biased in its format, and did not <br />provide a clear interpretation or objective to show a preference <br />over dual or single sort recycling. Councilmember Schroeder <br />spoke in support of the single sort system, given research and <br />data obtained showing stagnant collection since 1992, even with <br />increased education programs and more frequent collections. <br />Councilmember Schroeder opined that, in order to increase the <br />volume of materials collected, it was necessary to move toward <br />single sort recycling; and recommended adding a preference for <br />Discuss Recycling <br />RFP <br />Evaluation Forms <br />and Proposal <br />Review Committee <br />
