City Council Regular Meeting — 09/12/OS <br />DRAFT Minutes - Page 19 <br />single sort ranking on the evaluation form. <br />Schroeder moved, Kough seconded, an additional line item to the <br />ranking form for a percentage weighting for single sort <br />collections. <br />Mayor Klausing opined that the line item stating, "Innovations <br />and guarantees proposed to increase recycling service levels and <br />quality standards at the City's multi-family dwellings," seemed <br />all-inclusive and would include the single sort option. <br />Councilmember Schroeder opined that the word "innovations" <br />was not a clear indicator and was very vague. <br />Discussion ensued regarding comparison ranking criteria and <br />interpretation. <br />Councilmember Kough spoke in support of a separate line item <br />for ranking and prioritizing single sort collections. <br />Councilmember Ihlan opined that the ranking form was only a <br />guideline for staff, and the Council would be making their <br />decision based on the entire RFP, with the ranking form not <br />being binding on the City Council. <br />Further discussion ensued regarding potential restrictions of staff <br />for proposals seen by the City Council with staff making <br />assurances that would not be the case; context of �2Fp's related <br />to qualifications of each firm; adding a line for dual sort as well; <br />removing the word, "innovations;" and the process for making <br />changes to language when the RF�'s had already been <br />distributed. <br />City Attorney Anderson cautioned the City Council in making <br />changes to listed criteria in the R�P, with the potential for a <br />claim to be raised, whether legitimate or not, which may negate <br />the RFP process sought by the Council. <br />Councilmember Kough expressed his main concerns for a <br />contract would be the individual cost picicLip and percentage of <br />revenue sharing for the City; both of higher priority than single <br />
