Public Hearing to Consider an Amendment to City Code, <br />Chapter 309, Licensing Massage Therapy Establishments <br />Mayor Klausing opened the Public Hearing at 7:02 p.m. <br />Finance Director Chris Miller reviewed the background of City <br />Code, Chapter 309 restricting the location of massage therapy <br />establishments to beauty parlors (salons) and health clubs; noting <br />an exception to Code granted by previous Councils to allow for <br />massage-for-fee services to take place at stand-alone massage <br />facilities and massage therapy teaching institutions. <br />Mr. Miller noted that, on occasion, staff received inquiries from <br />businesses seeking authorization to provide chair massages at <br />places of employment as part of an employee wellness program, <br />or from businesses or individuals wishing to provide chair <br />massages at various public locations such as shopping ma�is; <br />currently prohibited. <br />Mr. Miller reviewed staffs recommendations for four <br />amendments to City Code: <br />1) to permit stand-alone massage therapy establishment <br />locations; <br />2) to accommodate chair massage as a permitted type of <br />massage; <br />3) require local licensure by all chair massage therapists; and <br />4) require a local massage therapy establishment license for <br />all massage locations that are within a fixed premise in <br />excess of 14 days in any calendar year. <br />Councilmember Maschka clarified with staff the training, <br />licensing and educational requirements that would provide for <br />regulation of stand-alone locations. <br />Mr. Miller concurred, noting the requirements were the same and <br />would be subject to inspection and compliance checks; and <br />potential rescinding of licenses as applicable. <br />Councilmember Kough questioned whether the City would be <br />liable for providing such licensing and any potential issues <br />developing from those licenses. <br />Public Hearing <br />Amendment <br />Chapter 309, <br />Licensing Massage <br />Therapy <br />Establishments <br />
